Recycling has improved a lot in Ireland, from when I moved here ('97). Back then, I felt really bad about the situation as I was used to recycling certain stuff in Finland (like they use bottle and can deposits there, so you can take all your empty bottles and drink cans back to the shops, where you'll get your deposit back) and it was just not possible here.
It was actually quite recently (as in, during the last few years) that the rubbish collection started collecting separate recycling bags as well, and nowadays, we have two containers - one for rubbish and the other for recycling. Collection is once a week for the rubbish, and every second week for recycling, but we don't even need to put the containers out every week. In average, we'll put the rubbish bin out every second week (and sometimes we can fit three weeks' rubbish in it), and we can take a month or longer to fill the recycling bin - depending on whether we flatten the milk containers, etc.. Not too bad, considering there's three of us and the cats (whose food packaging adds to our rubbish and recycling..)
